Elsa was originally intended to be a dramatic villain, such as Cruella De Vil in 101 Dalmatians or Ursula in Little Mermaid and have no connection to Anna. However, there were major changes to the story as development progressed, changing the role of Elsa and her relationship with Anna.

Once the two became sisters, the filmmakers felt they opened up new possibilities for plot elements and made the conclusion of the Disney adaptation of The Snow Queen all the more accessible.
